Why this airport, and when it is the right one
The two Rome airports are not interchangeable, and the difference is infrastructure rather than distance. Fiumicino is the one with a railway station inside the airport perimeter, two arrival terminals instead of one, and an official fixed-fare list for taxis that covers the centre, the main stations and the cruise port. It is also the airport people land at when the road carries on well past this region — the table above is the honest measure of how far that goes, because it only contains journeys an operator has actually priced.
What happens when you land
Taxis are available at the arrivals level of Terminal 1 and Terminal 3. The municipal cars stand on the main road in front of each terminal, and there is a second rank on the secondary road near the railway station. Here the terminal number is part of the meeting point rather than a detail.
With two arrival terminals, “meet me at arrivals” is an incomplete instruction here — arrivals is two buildings. The airport publishes where the taxi ranks are, not a dedicated area for private drivers, so the exact point has to come from your driver with the booking confirmation. The first thing to establish once you are through the doors is which terminal you actually came out of, and to say so before anyone starts walking.
If the flight slips, or lands at night
The airport express train to the central station runs every 15 minutes, from 05:38 to 23:27 leaving the airport and from 04:50 to 23:05 in the other direction. The regional line runs every 15 minutes on weekdays and every 30 on Sundays and public holidays. Those hours belong to the express service; for the regional line the source publishes the frequency and nothing else. Outside the published window there is no timetable to plan against — what the source states ends there.
A late arrival does not move where you are met — it moves what is still moving around you. Scheduled services keep their timetable and stop when it ends; a road journey has no last departure. Knowing which of the two you are relying on before you board is worth more than anything you can improvise at one in the morning.

The airport operator publishes an official fixed-fare list for a set of destinations, an all-inclusive ceiling for anywhere inside the ring road with no fixed fare, and a minimum for everything beyond it.
